What You Can Own in Maryland
Believe it or not, Marylanders can still legally own firearms—just don’t expect the laws to make much logical sense.
Handguns are legal, but only after you’ve jumped through several hoops—including getting a state-issued Handgun Qualification License (HQL), fingerprinting, mandatory training, and waiting periods.
AR-15s and other rifles? Yes, but only if they don’t offend the state’s arbitrary “copycat weapon” criteria. Two rifles with the same function might be treated entirely differently—based solely on cosmetic features like a flash hider or folding stock. It’s not about what the gun does, it’s about how scary it looks to lawmakers.
Suppressors and SBRs (short-barreled rifles) are legal too—but only if you’re willing to go through federal paperwork, pay extra taxes, and wait months for approval. These tools, which increase safety and accuracy, are treated like they’re military-grade weapons.
And while magazines over 10 rounds can’t be bought or transferred in Maryland, you can own and use them. So you can bring one in from out of state and shoot with it at the range—just don’t try to buy one locally. Make it make sense.
What You Can’t Do
Maryland restricts a number of things that are legal in other states:
Permitless carry is NOT legal. To carry a handgun in public—open or concealed—you must have a valid Wear and Carry Permit (WCP) issued by the Maryland State Police.
No private transfers of handguns or regulated rifles. All sales must go through an FFL with background checks.
“Assault weapons” ban still in effect. This includes many common semi-automatic rifles unless configured to comply with state law.
Carry in “sensitive places” like schools, government buildings, and certain public areas is prohibited—even with a permit.
